A Voter-Approval Tax Rate Election (VATRE) is an election required by state law when a school district’s Maintenance & Operations (M&O) tax rate exceeds the voter–approval threshold. When approved, it provides local schools with additional funding to support daily operations such as teacher pay, academic programs, and student services.

VATRE funds: Sustain daily operations like salaries, academic programs, safety, and utilities.
Bond funds: Use is limited to capital projects such as buildings, renovations, or buses.
VATREs do not create new debt. They add revenue for operations while Bonds typically create long-term debt repaid over time.
VATRE impacts the Maintenance & Operations tax rate while Bonds impact the I&S (debt service) tax rate.

The overall district tax rate would be $1.0269 per $100 of property valuation, which is an increase of approximately 3 cents compared to last year’s tax rate. Based on the average taxable value of a home in Holland ISD, this would increase property taxes by approximately $48.30 per year, or about $4.02 per month. Actual tax impacts will vary depending on the property’s taxable value and applicable exemptions, such as the homestead exemption and the exemption for homeowners age 65 and older.

If approved, the VATRE would bring in about $432,918 in new annual revenue for Holland ISD, divided as follows:

This means every local dollar invested brings back an additional $5.50 multiplying the community’s impact.
